He was a Japanese-style painter born in Kyoto. He studied painting under Hyakunen Suzuki (鈴木百年). Keinen received many prizes at domestic and international expositions and became one of the best painter in Meiji era. He became a teishitsu-gigeiinn (帝室技芸員: the imperial artist)
